{"id":4138,"date":"2021-07-21T19:48:17","date_gmt":"2021-07-21T17:48:17","guid":{"rendered":"https:\/\/www.human-rights-year.com\/?p=4138"},"modified":"2021-08-30T19:49:12","modified_gmt":"2021-08-30T17:49:12","slug":"aleksei-pichugin-a-political-prisoner-in-isolation-and-under-duress","status":"publish","type":"post","link":"https:\/\/www.human-rights-year.com\/de\/2021\/07\/21\/aleksei-pichugin-a-political-prisoner-in-isolation-and-under-duress\/","title":{"rendered":"Aleksei Pichugin: a political prisoner in isolation and under duress"},"content":{"rendered":"<p>It\u00a0recently became known that Aleksei Pichugin, Russia\u2019s longest serving political prisoner, has been transferred from the Black Dolphin penal colony, where he\u00a0has been serving a\u00a0life sentence unlawfully imposed on\u00a0him, to\u00a0Moscow\u2019s Lefortovo pre-trial detention centre.<\/p>\n<p>Aleksei Pichugin has been in\u00a0prison for more than 18\u00a0years since June 2003.<\/p>\n<p>Memorial Human Rights Centre considers Aleksei Pichugin a\u00a0<a href=\"https:\/\/memohrc.us6.list-manage.com\/track\/click?u=0beb3097c1&amp;id=3917a59881&amp;e=339ca062ef\" target=\"_blank\" rel=\"noopener noreferrer\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/memohrc.us6.list-manage.com\/track\/click?u%3D0beb3097c1%26id%3D3917a59881%26e%3D339ca062ef&amp;source=gmail&amp;ust=1630431892534000&amp;usg=AFQjCNH7RHuWN44QeD0TsaIFiT0cY_XsAQ\">political prisoner<\/a>. We\u00a0believe Pichugin has been a\u00a0hostage to\u00a0the Kremlin\u2019s repressive campaign against the owners of\u00a0the Yukos oil company and that he\u00a0is\u00a0being brutally persecuted for refusing to\u00a0give false testimony and incriminate others.<\/p>\n<p>Twice, in\u00a02012 and 2017, the European Court of\u00a0Human Rights found numerous violations of\u00a0the right to\u00a0fair trial regarding both his convictions. The Russian Supreme Court has refused to\u00a0review these cases.<\/p>\n<p>The Committee of\u00a0Ministers of\u00a0the Council of\u00a0Europe, which supervises the execution of\u00a0the judgments of\u00a0the European Court of\u00a0Human Rights, has repeatedly noted the failure of\u00a0Russia to\u00a0implement the Court\u2019s decisions handed down regarding applications by\u00a0Pichugin. For example, in\u00a0December 2019 the Committee of\u00a0Ministers called on\u00a0Russia \u2018to consider adopting measures as\u00a0soon as\u00a0possible to\u00a0ensure his [Pichugin\u2019s] release and in\u00a0this context noted anew the possibilities offered by\u00a0a\u00a0pardon.\u2019 In\u00a0May 2020, Memorial Human Rights Centre drew the Committee of\u00a0Ministers\u2019\u00a0<a href=\"https:\/\/memohrc.us6.list-manage.com\/track\/click?u=0beb3097c1&amp;id=27a758a596&amp;e=339ca062ef\" target=\"_blank\" rel=\"noopener noreferrer\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/memohrc.us6.list-manage.com\/track\/click?u%3D0beb3097c1%26id%3D27a758a596%26e%3D339ca062ef&amp;source=gmail&amp;ust=1630431892534000&amp;usg=AFQjCNG1YHo7-MhiGTlJhPs4Nas900-w_A\">attention<\/a>\u00a0to\u00a0Russia\u2019s failure to\u00a0implement the Strasbourg Court\u2019s judgments with regard to\u00a0Pichugin. In\u00a02020 and 2021, the Committee of\u00a0Ministers again demanded that the Russian authorities release Pichugin. In\u00a0November 2018, the UN\u00a0Working Group on\u00a0Arbitrary Detention called for Pichugin\u2019s \u2018immediate release.\u2019 However, Pichugin has been repeatedly refused a\u00a0pardon.<\/p>\n<p>Now Pichugin has dismissed the lawyers who represented him for many years. We\u00a0believe he\u00a0may have taken this decision under duress. However, members of\u00a0the Moscow Public Oversight Commission have been refused access to\u00a0Pichugin on\u00a0an\u00a0implausible pretext. There is\u00a0no\u00a0information in\u00a0the public domain about why Pichugin dismissed his lawyers, about Aleksei\u2019s well-being, or\u00a0other matters.<\/p>\n<p>We\u00a0urge the general public, in\u00a0Russia and abroad, to\u00a0pay attention to\u00a0what is\u00a0happening to\u00a0Aleksei Pichugin, a\u00a0political prisoner almost forgotten over the 18\u00a0years of\u00a0his imprisonment.<\/p>\n<p>We\u00a0again demand that the Russian authorities fulfil their international obligations and release Pichugin as\u00a0soon as\u00a0possible.<\/p>\n<p>Members of\u00a0the Public
