Memorial Human Rights Centre, in\u00a0accordance with\u00a0international guidelines<\/a>, considers Armen Aramyan, Alla Gutnikova, Vladimir Metyolkin, and Natalya Tyshkevich political prisoners. They are being prosecuted to\u00a0end their activities as\u00a0independent journalists and critics of\u00a0the current government, as\u00a0well as\u00a0intimidating society as\u00a0a\u00a0whole and preventing citizens, and especially young people, from exercising their inalienable political rights.<\/p>\n

We\u00a0demand the immediate release of\u00a0the journalists and that those responsible for their unlawful criminal prosecution be\u00a0brought to\u00a0justice. We\u00a0also demand that all charges of \u2018involvement of\u00a0minors in\u00a0protests,\u2019 initiated against peaceful protesters, journalists and politicians without any grounds, be\u00a0dropped.<\/p>\n

What is\u00a0DOXA and what are the charges against its editors?<\/strong><\/p>\n

DOXA is\u00a0the most well-known student publication in\u00a0Russia. The project was launched in\u00a02017\u00a0at the Higher School of\u00a0Economics. However, by\u00a02019\u00a0DOXA had lost the support of\u00a0the university because of\u00a0its coverage of\u00a0political topics and criticism of\u00a0abuses both at\u00a0the Higher School of\u00a0Economics and at\u00a0other Russian universities. Since 2019\u00a0DOXA has been a\u00a0fully independent publication.<\/p>\n

According to\u00a0the Investigative Committee, the crime of\u00a0DOXA\u2019s editors was that, on\u00a022\u00a0January 2021, the day before a\u00a0rally in\u00a0support of\u00a0Aleksei Navalny took place without official permission, they posted a\u00a0video entitled, \u2018They can\u2019t beat the youth\u00a0\u2014 DOXA\u2019s editors appeal to\u00a0students and schoolchildren.\u2019 In\u00a0the video the journalists demanded that the authorities stop threatening opposition-minded schoolchildren and students with expulsion and expressed support for the young people. On\u00a026 January 2021 the journalists deleted the video at\u00a0the request of\u00a0Roskomnadzor, a\u00a0request that had no\u00a0basis in\u00a0law.<\/p>\n

On\u00a0the morning of\u00a014\u00a0April 2021 searches were conducted simultaneously in\u00a0the editorial offices of\u00a0DOXA and the apartments of\u00a0its editors Armen Aramyan, Alla Gutnikova, Vladimir Metyolkin and Natalya Tyshkevich, after which the four were taken to\u00a0the headquarters of\u00a0the Investigative Committee of\u00a0the Russian Federation. They were interrogated and charged with \u2018involving minors in\u00a0commission of\u00a0acts endangering the lives of\u00a0minors on\u00a0the Internet\u2019 (Article 151.2, Part\u00a02, paras \u2018a\u2019 and \u2018c\u2019, of\u00a0the Russian Criminal Code). The maximum penalty under this article is\u00a0three years\u2019 imprisonment.<\/p>\n

The judges sitting in\u00a0Basmanny district court agreed to\u00a0the humiliating request by\u00a0the investigators not only to\u00a0prohibit the defendants from using the Internet and communicating with each other before the trial, but also from leaving the house between midnight and 11:59\u00a0pm. On\u00a0appeal, Moscow City Court, after receiving 7,385 personal sureties, relaxed the pre-trial restrictions and allowed Aramyan, Gutnikova, Metyolkin and Tyshkevich to\u00a0go\u00a0outside their homes between 8:00\u00a0am and 10:00\u00a0am.<\/p>\n

Why does Memorial consider DOXA\u2019s editors political prisoners?<\/strong><\/p>\n

Immediately after Navalny\u2019s arrest and the launch of\u00a0a\u00a0campaign of\u00a0solidarity supporting him in\u00a0early 2021, a\u00a0wave of\u00a0repressive measures, unprecedented in\u00a0the history of\u00a0modern Russia, against Navanly\u2019s associates and supporters, as\u00a0well as\u00a0against those who participated in\u00a0protests across the country, unfolded.<\/p>\n

According to\u00a0OVD-Info, over 11,000 people were arrested on\u00a023\u00a0and 31\u00a0January and 2\u00a0February 2021 during peaceful mass protests demanding his release. More than a\u00a0thousand people were jailed for offences under administrative law. More than a\u00a0hundred activists and protesters were prosecuted under 12\u00a0articles of\u00a0the Russian Criminal Code.<\/p>\n

A\u00a0criminal case for inciting minors to\u00a0take part in\u00a0the 23\u00a0January 2021 protests was initiated in\u00a0Moscow. We\u00a0know of\u00a0other prosecutions for offences under the same article in\u00a0Murmansk, St. Petersburg and Vladivostok.<\/p>\n

Memorial has examined the video in\u00a0connection with which DOXA\u2019s editors have been charged and concluded that the journalists did not encourage school children or\u00a0students to\u00a0commit crimes or\u00a0dangerous acts. On\u00a0the contrary, the editors advised the young people not to\u00a0be\u00a0afraid of\u00a0unlawful intimidation on\u00a0account of\u00a0their political views and to\u00a0set up\u00a0student associations and media outlets, i.e.\u00a0to\u00a0exercise their universally recognised human rights. The video did not urge the young people to\u00a0take part in\u00a0mass public events.<\/p>\n

We\u00a0condemn the repressive measures unleashed against supporters of\u00a0the opposition. We\u00a0consider the accusations of\u00a0involving teenagers in\u00a0protests, participation in\u00a0which\u00a0is, allegedly, dangerous, to\u00a0be\u00a0absurd. In\u00a0fact, just as\u00a0in\u00a0the equally absurd \u2018sanitary<\/a>\u2019 prosecutions for breaching sanitary and epidemiological rules, the investigative authorities have arbitrarily criminalized any call to\u00a0participate in\u00a0peaceful protests or\u00a0to\u00a0show solidarity with protesters.<\/p>\n

The suppression of\u00a0all extra-systemic self-organisation, as\u00a0in\u00a0the case of\u00a0the prosecution of\u00a0the DOXA editors, is\u00a0aimed at\u00a0stopping grassroots activity that is\u00a0outside the control of\u00a0the authorities. However, it\u00a0is\u00a0also intended to\u00a0demonstrate to\u00a0the public that social and political activity without official approval is\u00a0dangerous for those involved.<\/p>\n
