Memorial Human Rights Centre considers Salman Tepsurkayev a\u00a0political prisoner in\u00a0accordance with\u00a0international guidelines<\/a>.<\/p>\n

We\u00a0have reason to\u00a0believe that after his abduction he\u00a0was taken to\u00a0Chechnya where he\u00a0was forcibly detained and subjected to\u00a0degrading treatment. We\u00a0believe the security agencies of\u00a0the Chechen Republic were involved in\u00a0the abduction and subsequent imprisonment of\u00a0Salman Tepsurkayev and that his abduction was part of\u00a0a\u00a0campaign by\u00a0the Chechen authorities against dissident voices.<\/p>\n

The persecution of\u00a0Salman Tepsurkayev, which has been intended to\u00a0force him to\u00a0end his public criticism of\u00a0the authorities, violates his right to\u00a0personal freedom and security, as\u00a0well as\u00a0his freedom of\u00a0expression, including on\u00a0social and political issues.<\/p>\n

Until we\u00a0know what happened to\u00a0Tepsurkayev and the exact circumstances of\u00a0his abduction, we\u00a0believe he\u00a0is\u00a0alive. Memorial Human Rights Centre believes Tepsurkayev is\u00a0being illegally detained by\u00a0Chechen authorities and that the video footage of\u00a0him was made as\u00a0a\u00a0result of\u00a0intimidation or\u00a0torture.<\/p>\n

We\u00a0demand that the whereabouts of\u00a0Salman Tepsurkayev be\u00a0made public, that his abduction and torture be\u00a0investigated and that those involved in\u00a0the crimes committed against him be\u00a0brought to\u00a0justice.<\/p>\n

What happened to\u00a0Salman Tepsurkayev?<\/strong><\/p>\n

The 1ADAT Telegram channel, created in\u00a0March 2020 by\u00a0people from Chechnya who had emigrated from Russia, describes itself as\u00a0a \u2018people\u2019s movement against Kadyrov\u2019s dictatorship.\u2019 The channel publishes information about abductions, detentions, corruption and other unlawful actions by\u00a0Chechen security agencies and officials.<\/p>\n

Salman Tepsurkayev published content on\u00a0the channel and sometimes, according to\u00a0its administrators, acted as\u00a0a\u00a0moderator. He\u00a0lived in\u00a0Gelendzhik and worked in\u00a0a\u00a0local hotel. He\u00a0kept his connection with 1ADAT a\u00a0secret. At\u00a0the end of\u00a0May the Chechen authorities\u00a0organised<\/a>\u00a0a\u00a0hunt for the channel\u2019s administrators and subscribers.<\/p>\n

On\u00a06 September 2020 Tepsurkayev disappeared from the hotel in\u00a0Gelendzhik and he\u00a0could not be\u00a0reached on\u00a0his phone. The next day one of\u00a0the channel\u2019s users, who had previously been in\u00a0touch with Salman, published a\u00a0video on\u00a0the channel in\u00a0which Tepsurkayev, naked and kneeling, says in\u00a0Chechen that 1ADAT is \u2018a very bad channel that complains about the authorities.\u2019 In\u00a0the video Tepsurkayev calls himself \u2018scum\u2019 who was abandoned by\u00a0his father and insults his mother. He\u00a0then sits on\u00a0the bottle, saying that he\u00a0is\u00a0punishing himself in\u00a0this way and passes the baton to\u00a0other administrators and subscribers of\u00a0the channel. After that, a\u00a0number of\u00a0other videos were published in\u00a0which Tepsurkayev continued to\u00a0criticise Chechen opposition activists and curse himself. His whereabouts remain unknown.<\/p>\n

Why do\u00a0we\u00a0believe the authorities were involved in\u00a0Tepsurkayev\u2019s abduction?<\/strong><\/p>\n

The day after Tepsurkayev\u2019s abduction his relatives discovered that his phone had been switched on\u00a0briefly. When they managed to\u00a0obtain his geolocation, it\u00a0turned out he\u00a0was on\u00a0the premises of\u00a0the Akhmat Kadyrov Police Patrol Service Regiment in\u00a0Grozny. However, when the family went there, they were told Tepsurkayev was not there. The Grozny Investigative Department, where the relatives took their complaint, said if\u00a0they kept quiet Salman Tepsurkayev would return home in\u00a0a\u00a0week. A\u00a0few days later a\u00a0Grozny TV\u00a0channel broadcast a\u00a0speech by\u00a0Salman Tepsurkayev\u2019s father in\u00a0which he\u00a0rejected his son and accused him of\u00a0bad behaviour.<\/p>\n

Lawyers from the Committee Against Torture conducted an\u00a0investigation in\u00a0Gelendzhik, obtaining video footage of\u00a0the abduction and witness testimony. They established that Tepsurkayev was abducted directly from his place of\u00a0work. One of\u00a0the abductors showed hotel staff a\u00a0police officer\u2019s ID\u00a0card and one of\u00a0the two cars involved in\u00a0the abduction belonged to\u00a0a\u00a0Chechen police officer. Administrators of\u00a0the 1ADAT channel have concluded that Tepsurkayev\u2019s location was identified with the help of\u00a0one of\u00a0the channel\u2019s users, a\u00a0provocateur who had offered Tepsurkayev money. Obtaining such data would have been impossible without access to\u00a0Tepsurkayev\u2019s detailed phone billings, which, in\u00a0turn, are available only to\u00a0law enforcement.<\/p>\n

The premises of\u00a0the Akhmat Kadyrov Regiment in\u00a0Grozny is\u00a0known as\u00a0a\u00a0place where Chechen residents who have been abducted have been held in\u00a0the past and where even extrajudicial executions have taken place.<\/p>\n

Many Chechen officials approvingly commented on\u00a0Salman Tepsurkayev\u2019s \u2018punishment,\u2019 hinting they knew who was behind\u00a0it.<\/p>\n
