{"id":3924,"date":"2020-04-15T18:42:27","date_gmt":"2020-04-15T16:42:27","guid":{"rendered":"https:\/\/www.human-rights-year.com\/?p=3924"},"modified":"2020-12-29T18:46:15","modified_gmt":"2020-12-29T17:46:15","slug":"memorial-publishes-new-lists-of-political-prisoners","status":"publish","type":"post","link":"https:\/\/www.human-rights-year.com\/de\/2020\/04\/15\/memorial-publishes-new-lists-of-political-prisoners\/","title":{"rendered":"Memorial publishes new lists of political prisoners"},"content":{"rendered":"<p>The new lists of\u00a0political prisoners contain 318 names: 256 individuals are deprived of\u00a0liberty in\u00a0connection to\u00a0the realisation of\u00a0their right to\u00a0freedom of\u00a0religion or\u00a0their religious beliefs (<a href=\"https:\/\/memohrc.org\/sites\/default\/files\/list_of_political_prisoners_religious_13.03.2020.pdf\">see the list<\/a>) and 62 individuals are deprived of\u00a0freedom for other political reasons (<a href=\"https:\/\/memohrc.org\/sites\/default\/files\/list_of_political_prisoners_general_13.04.2020.pdf\">see the list<\/a>).<\/p>\n<p>The Memorial Human Rights Centre\u00a0<a href=\"https:\/\/memohrc.org\/en\/news_old\/memorial-publishes-new-lists-political-prisoners-russia\">published<\/a>\u00a0the previous edition of\u00a0its lists of\u00a0political prisoners in\u00a0December 2019. They contained 314 names: 250 of\u00a0them were in\u00a0the religious list and 64 in\u00a0the general one.<\/p>\n<p><strong>How has the religious list changed?<\/strong><\/p>\n<p>Three of\u00a0the four defendants in\u00a0the Sevastopol case of\u00a0Hizb ut-Tahrir al-Islami, an\u00a0organisation banned as\u00a0terrorist by\u00a0Russia,\u00a0\u2014\u00a0<a href=\"https:\/\/memohrc.org\/sites\/default\/files\/hizb_ut-tahrir_translation_1.pdf\">Rustem Vaitov, Nuri Primov and Ferat Saifullayev<\/a>\u00a0\u2014 have been released from penal colonies since December 2019. Ruslan Zeitullayev remains behind bars.<\/p>\n<p>The names of\u00a0another 15 individuals persecuted for their real or\u00a0alleged membership of\u00a0Hizb ut-Tahrir have been added to\u00a0our lists. These are\u00a0<a href=\"https:\/\/memohrc.org\/en\/news_old\/eduard-nizamov-who-prosecution-claims-be-head-russian-branch-hizb-ut-tahrir-political\">Eduard Nizamov<\/a>\u00a0(accused of\u00a0being at\u00a0the head of\u00a0the Russian branch of\u00a0Hizb ut-Tahrir, he\u00a0was sentenced to\u00a023 years of\u00a0imprisonment),\u00a0<a href=\"https:\/\/memohrc.org\/en\/news_old\/three-more-muslims-convicted-involvement-hizb-ut-tahrir-are-political-prisoners-memorial\">Almaz Usmanov, Zafar Yakubov, Danil Bagautdinov<\/a>\u00a0(all them were given sentences from 11 to\u00a017 years of\u00a0imprisonment under terrorism-related articles of\u00a0the Russian Criminal Code without being accused of\u00a0terrorism), Marlen Asanov, Server Zakiryayev, Ernes Ametov, Timur Ibragimov, seiran saliev, Memet Belyalov, Server Mustafayev, Edem Smailov, Rustem Emiruseinov, Eskender Abdulganiev, and Arsen Abkhairov (<a href=\"https:\/\/memohrc.org\/en\/news_old\/eleven-residents-crimea-prosecuted-involvement-hizb-ut-tahrir-are-political-prisoners\">11 Crimean Tatars<\/a>\u00a0from the Bakhchisaray and Krasnogvardeysk districts of\u00a0Crimea have also been charged with membership of\u00a0Hizb ut-Tahrir).<\/p>\n<p><a href=\"https:\/\/memohrc.org\/en\/news_old\/prosecution-five-residents-bashkortostan-convicted-involvement-nurjular-islamic-association\">Aivar Khabibullin<\/a>, convicted for his connections to\u00a0Jamaat Hizmet, declared by\u00a0Russia to\u00a0be\u00a0a\u00a0branch of\u00a0the banned organization of\u00a0Nurjular, fully served his sentence and was released from prison.<\/p>\n<p>A\u00a0court in\u00a0St\u00a0Petersburg has changed the preventive measures for Scientologists\u00a0<a href=\"https:\/\/memohrc.org\/en\/news_old\/st-petersburg-scientologists-are-political-prisoners-memorial-says\">Sakhib Aliev, Konstantsia Yesaulkova and Anastasia Terentieva<\/a>\u00a0to\u00a0those not connected to\u00a0the deprivation of\u00a0freedom.<\/p>\n<p>Courts in\u00a0different regions of\u00a0Russian and in\u00a0Crimea have changed the preventive measure to\u00a0those not connected to\u00a0the deprivation of\u00a0freedom for 27 Jehovah\u2019s\u00a0Witnesses. At\u00a0the same time, at\u00a0the beginning of\u00a0March, the court in\u00a0the Crimean town of\u00a0Dzhankoy sentenced Sergei Filatov who had been at\u00a0large to\u00a0six years of\u00a0imprisonment. Finally, last week Memorial recognised another 24 Jehovah\u2019s\u00a0Witnesses as\u00a0political prisoners.<\/p>\n<p><strong>What has changed in\u00a0the general list?<\/strong><\/p>\n<p><a href=\"https:\/\/memohrc.org\/en\/news_old\/svyatoslav-bobyshev-political-prisoner\">Svyatoslav Bobyshev<\/a>, a\u00a0rocket scientist convicted of\u00a0high treason, has been released from prison with the rest of\u00a0his sentence replaced with the restriction of\u00a0freedom.<\/p>\n<p>Two defendants in\u00a0the Moscow case\u00a0\u2014\u00a0<a href=\"https:\/\/memohrc.org\/en\/news_old\/nine-prosecuted-rioting-moscow-are-political-prisoners-memorial-says\">Samariddin Radzhabov<\/a>\u00a0(in\u00a0late December he\u00a0was sentenced to\u00a0a\u00a0fine of\u00a0100.000 roubles and was exempt from paying it\u00a0for serving the sentence in\u00a0custody) and\u00a0<a href=\"https:\/\/memohrc.org\/en\/news_old\/memorial-says-six-more-defendants-moscow-mass-riots-case-are-political-prisoners\">Andrei Barshai<\/a>\u00a0(in\u00a0February he\u00a0was given a\u00a0three-years suspended sentence)\u00a0\u2014 have been released from custody.\u00a0<a href=\"https:\/\/memohrc.org\/en\/news_old\/eduard-malyshevsky-and-nikita-chirtsov-charged-over-alleged-riots-moscow-are-political\">Nikita Chirtsov<\/a>\u00a0whose sentence was reduced on\u00a013 April 2020 will be\u00a0at\u00a0large within the next few days.<\/p>\n<p><a href=\"https:\/\/memohrc.org\/en\/news_old\/memorial-says-vyacheslav-shatrovsky-resident-kostroma-region-convicted-connection-events-5\">Vyacheslav Shatrovsky<\/a>\u00a0was released in\u00a0late February. He\u00a0fully served the sentence imposed on\u00a0him in\u00a0connection to\u00a0the case of\u00a0committing violence against a\u00a0police officer on\u00a05 November 2017\u00a0\u2014 on\u00a0that day, Vyacheslav happened to\u00a0be\u00a0near the venue for the protest organised by\u00a0the activists of\u00a0Vyacheslav Maltsev\u2019s\u00a0Artpodgotovka movement.<\/p>\n<p>For a\u00a0short period of\u00a0time, our lists contained the name of\u00a0the LGBT-activist\u00a0<a href=\"https:\/\/memohrc.org\/en\/news_old\/feminist-artist-yulia-tsvetkova-political-prisoner-memorial-says\">Yulia Tsvetkova<\/a>\u00a0persecuted on\u00a0charges of\u00a0illegal production and dissemination of\u00a0pornography in\u00a0the Internet\u00a0\u2014 she had posted abstract images of\u00a0female genitals or\u00a0objects resembling them on\u00a0the web-page she managed. In\u00a0the mid-March, Tsvetkova was released from house arrest under a\u00a0written undertaking not to\u00a0leave her place of\u00a0residence.<\/p>\n<p>The names of\u00a0two new individuals have been added to\u00a0the general list. In\u00a0late February, we\u00a0recognised one of\u00a0the leaders of\u00a0Ingushetia\u2019s\u00a0protest movement\u00a0<a href=\"https:\/\/memohrc.org\/en\/news_old\/one-more-leader-ingush-protests-political-prisoner-memorial-says\">Bagaudin Khautiev<\/a>\u00a0as\u00a0a\u00a0political prisoner, in\u00a0mid-March, we\u00a0did the same in\u00a0the case of\u00a0<a href=\"https:\/\/memohrc.org\/en\/news_old\/vladimir-domnin-russian-citizen-charged-fighting-donbass-ukrainian-side-political-prisoner\">Vladimir Domnin<\/a>\u00a0accused of\u00a0fighting in\u00a0the Donbass region on\u00a0the Ukrainian side.<\/p>\n<p><strong>What do\u00a0we\u00a0want?<\/strong><\/p>\n<p>In\u00a0the times of\u00a0the coronavirus pandemic, the convicts in\u00a0the penal colonies and the accused in\u00a0the pre-trial detention facilities are extremely vulnerable. In\u00a0the case of\u00a0political prisoners, this situation is\u00a0especially unjust and dangerous\u00a0\u2014 these people are not supposed to\u00a0be\u00a0behind bars in\u00a0the first place and have ended up\u00a0there not for a\u00a0judicial error but for an\u00a0evil design of\u00a0those who are meant to\u00a0protect justice.<\/p>\n<p>Today our call to\u00a0stop politically motivated persecutions, release all political prisoners, and reconsider their cases has become especially pressing.<\/p>\n<p>Freedom to political prisoners!<\/p>\n<p><a
