They were imprisoned to\u00a0stop their civil society activity and criticism of\u00a0the authorities. According to\u00a0<a href=\"https:\/\/memohrc.org\/en\/specials\/guidelines-definition-political-prisoner\">international criteria<\/a>, they are political prisoners. We\u00a0demand their immediate release.<\/strong><\/p>\n<ul>\n<li><strong>Detention and trials<\/strong><\/li>\n<\/ul>\n<p>Two citizens of\u00a0Kyrgyzstan who lived in\u00a0Sevastopol\u00a0\u2014 Akramzhon Abdullayev and Nematzhon Isroilov\u00a0\u2014 were detained in\u00a0the summer of\u00a02016. In\u00a0the autumn of\u00a02018, a\u00a0military court sentenced them to\u00a015 and 13 years in\u00a0a\u00a0strict regime prison colony, respectively.<\/p>\n<p>Another resident of\u00a0Sevastopol, Enver Seitosmanov, who was an\u00a0activist of\u00a0the Crimean Tatar national movement, was detained by\u00a0the FSB in\u00a0the spring of\u00a02018. In\u00a0December 2019, the Southern District Military Court sentenced him to\u00a017 years in\u00a0a\u00a0strict regime prison colony.<\/p>\n<p>Three Crimean Tatars from Belogorsk district\u00a0\u2014 Aider Dzhapparov, Enver Omerov and his son Riza\u00a0\u2014 were remanded in\u00a0custody last summer. Their case is\u00a0now in\u00a0court.<\/p>\n<ul>\n<li><strong>FSB: membership in\u00a0Hizb ut-Tahrir is\u00a0terrorist activity<\/strong><\/li>\n<\/ul>\n<p>Akramzhon Abdullayev and Nematzhon Isroilov, according to\u00a0the FSB, were, since 2000, members of\u00a0the international organization Hizb ut-Tahrir al-Islami (\u2018Islamic Liberation Party\u2019; in\u00a0Russia designated as\u00a0a\u00a0terrorist organisation and banned). They arrived in\u00a0Sevastopol in\u00a02013\u20132014 \u2018under the guise of\u00a0migrant workers.\u2019 They \u2018sought out\u2019 a\u00a0number of\u00a0Muslims and \u2018under the guise of\u00a0studying traditional Islam\u2019 held meetings in\u00a0which they promoted the ideas of\u00a0this party. In\u00a0so\u00a0doing, according to\u00a0the court judgment, they committed offences under Article 205.5 of\u00a0the Criminal Code of\u00a0the Russian Federation (organization of\u00a0the activities of\u00a0a\u00a0terrorist organization and participation in\u00a0it).<\/p>\n<p>Enver Seitosmanov, according to\u00a0the investigation, joined another cell of\u00a0Hizb ut-Tahrir in\u00a0Sevastopol in\u00a0the autumn of\u00a02014. \u2018As\u00a0the deputy head of\u00a0this cell, Seitosmanov organized its activities and carried out propaganda work among the public,\u2019 thereby committing, as\u00a0the judgment reads, an\u00a0offence under Part 1 of\u00a0Article 205.5 of\u00a0the Criminal Code (organization of\u00a0the activities of\u00a0a\u00a0terrorist organization).<\/p>\n<p>Enver Omerov, whom the FSB considers a\u00a0member of\u00a0Hizb ut-Tahrir, no\u00a0later than February 2017 established a\u00a0branch of\u00a0the party in\u00a0Belogorsk and jointly became its leader together with Aider Dzhapparov. They involved Enver Omerov\u2019s\u00a0son Riza in\u00a0the branch\u2019s\u00a0activities. As\u00a0in\u00a0other cases, the party activities consisted of\u00a0meetings to\u00a0study Islam and the ideas of\u00a0Hizb ut-Tahrir. The investigation established their desire to\u00a0create an\u00a0ideal Muslim state in\u00a0the future (a\u00a0revival of\u00a0the universal Islamic Caliphate), so, in\u00a0addition to\u00a0Article 205.5 of\u00a0the Criminal Code, Omerov and Dzhapparov were also charged under Part 1 of\u00a0Article 30 in\u00a0conjunction with Article 278 of\u00a0the Criminal Code (preparation for the forcible seizure of\u00a0power by\u00a0an\u00a0organized group).<\/p>\n<ul>\n<li><strong>Why Memorial considers the six to\u00a0be\u00a0political prisoners<\/strong><\/li>\n<\/ul>\n<p>The convicted Muslims were guilty only of\u00a0being members of\u00a0a\u00a0civil society association. They were not charged with preparing terrorist attacks or\u00a0voicing terrorist threats. Their prosecution violates Article 28 of\u00a0the Russian Constitution which guarantees everyone \u2018freedom of\u00a0conscience and freedom of\u00a0religion.\u2019<\/p>\n<p>Memorial considers the designation of\u00a0Hizb ut-Tahrir a\u00a0terrorist organization unlawful. The Supreme Court\u2019s\u00a0decision of\u00a02003 devoted one paragraph of\u00a0three sentences to\u00a0Hizb ut-Tahrir. These contain no\u00a0evidence of\u00a0terrorist activities by\u00a0the organisation.<\/p>\n<p><a href=\"https:\/\/memohrc.org\/sites\/default\/files\/images\/crimean_ht.png\" target=\"_blank\" rel=\"noopener noreferrer\" data-rel=\"lightbox-image-0\" data-rl_title=\"\" data-rl_caption=\"\" title=\"\"><img src=\"https:\/\/memohrc.org\/sites\/default\/files\/styles\/image_to_text\/public\/images\/crimean_ht.png?itok=O5C7UHQt\" alt=\"\" \/><\/a>In\u00a0the years since the designation of\u00a0Hizb ut-Tahrir as\u00a0a\u00a0terrorist organization in\u00a0Russia, hundreds of\u00a0Muslims have been criminally prosecuted on\u00a0charges of\u00a0involvement in\u00a0the organization. Every year, the courts have been handing down ever longer sentences to\u00a0the believers (up\u00a0to\u00a024 years in\u00a0a\u00a0strict regime colony). Currently, about 300 people\u00a0<a href=\"https:\/\/memohrc.org\/ru\/news_old\/spisok-presleduemyh-v-svyazi-s-prichastnostyu-k-hizb-ut-tahrir-obnovlyaetsya\">are being prosecuted<\/a>\u00a0on\u00a0charges of\u00a0involvement in\u00a0Hizb ut-Tahrir.<\/p>\n<p>The injustice and unlawfulness of\u00a0the prosecution of\u00a0Muslims for involvement in\u00a0Hizb ut-Tahrir in\u00a0the Crimea is\u00a0aggravated by\u00a0the fact that under Ukrainian law this organization is\u00a0legal.<\/p>\n<p>The six Crimean Tatars convicted by\u00a0the courts had taken part in\u00a0supporting those Crimeans, and their families, who had been prosecuted by\u00a0the Russian authorities. The convenient and familiar charge of\u00a0involvement in\u00a0Hizb ut-Tahrir became a\u00a0tool to\u00a0suppress civil society solidarity in\u00a0support of\u00a0the Crimeans.<\/p>\n<p><em>Recognition of\u00a0an\u00a0individual as\u00a0a\u00a0political prisoner does not imply that Memorial Human Rights Centre agrees with their views or\u00a0statements, nor
